My rooomates 73' CB750 did the same thing. The lights would come on but not flash.  I told him to ride the bike for a while and see what happened and it generated enough juice to get them going.  He hasn't had a problem with them since. Your battery is probably just a bit draine dand can't get the flasher to work.
