In any case you log file doesn't show anything miktex related. You should try to get some help from a group that knows something about tetex/cygwin. (Just in case you don't know: tetex is no longer supported. On unix systems you should use now texlive (where the 2008 version is coming soon).) If you decide to reinstall everything: I don't know if ptex is supported in modern systems. I think you will have to compile it yourself if you really need it. At last, I had to manually uninstall both miktex and ptex, and had to delete some entries in registry. Now everything is OK and I cam compile my tex file.
