I would agree here. One thing that would help is if you could have one
of your users send you back the email they received with the Internet
headers included. One well documented problem with Outlook is that a
digitally signed message using PGP/MIME will show up with an empty body
and 2 attachments (the body and the signature). While this specific
problem is not your case, it is possible that there could be an error
in the content-type or other header element where most email clients
handle.
