The exact error message for the original preoblem is

initexmf.exe: Windows API error 32: The process cannot access the file because it is being
used by another process.

Dear miktex-users,

I used to have a problem at the end of each update, which says something like "initexmf.exe: the program is being used by another process" (not sure if this is exactly the message to appear, because on my system the message is in Chinese). This problem was reported to the list twice, and I have even filed a bug report for it.

Now, after 20080621, at the end of update, the original message did not appear, but a new problem arises: "Error: The operation could not be completed because a required file does not exist." Below is the content of the updatelog (I have downloaded the whole repository and made the update from the local repository):
