I personally used
http://download.netbeans.org/netbeans/6.1/final/zip/netbeans-6.1-200804211638.zip, that is the has everything. But you can do to
http://download.netbeans.org/netbeans/6.1/final/ and change the OS selection to "OS independent zip file" and it will let you select what is included in your zip file. Once you have that just unzip the file into a directory and run the exe located in the bin directory.
