I have a problem similar to yours (also Win2k, etc), but my install of 6.1 went to completion. Whenever I try to start NetBeans, nothing seems to happen. I can see in Task Manager that it starts up and then immediately exits. No idea why.

I personally used http://download.netbeans.org/netbeans/6.1/final/zip/netbeans-6.1-200804211638.zip, that is the has everything. But you can do to http://download.netbeans.org/netbeans/6.1/final/ and change the OS selection to "OS independent zip file" and it will let you select what is included in your zip file. Once you have that just unzip the file into a directory and run the exe located in the bin directory.
