At Walmart, go to their photo developing center and ask a technician for their 800 technical assistance number.  Our area one here is in Tullahoma, TN, but yours may be at a different place.  If you don't go when they're busy, ask the technician to make the call with you, since it will be toll free.  If you are able to make a connection with a photo supervisor in your local walmart, they will remember you and will give you great service.  You have to make sure that you use the processing envelopes that are sent out, not the ones that are done in house.  If they still are clueless, send in a test roll of K64, use one of the envelopes that they send out, and mark it clearly in the special notes area that it is Kodachrome, K-14. Wait a week, and when it comes back to you for only $4.88 + tax, show the chief technician that this is what you want when you bring him a few dozen rolls.  I actually take a handful of envelopes ahead of time and have them filled out & ready to go so I just have to drop and go.

Walmart in Chesterfield Valley (t. Louis County, MO) has never heard of
Kodachrome film, so whether they accept it for forwarding to Dwayne's for
processing at the $4.99 or any price is a point that's moot so far as that
location is concerned.

With K64 now at $8.50 plus, even from the NY mail order places (expiry 6/2009,
batch 1555) and Dwayne's processing at $9.00 a roll, a price break on
processing by sending them from Walmart to Dwayne's sounds too good to give
up on.

So, who do I approach in Walmart in the St. Louis area who knows what's
what as regards this service?

Is process-paid K64 still being sold in the UK and Ireland?

Yes. There is no NON-process-paid Kodachrome sold in Europe AFAIK.

In my experience, you don't need to talk to anyone to get it processed.
Just
use the send out envelope and it should get routed properly when Fuji comes
to pick it up. I've never had any problem with my Kodachrome getting sent
to
Dwayne's from Walmart.
