Hello Dave,
The latest iep modules are at
http://download.java.net/jbi/binaries/open-esb-full-install/nbm/latest/
(just look for all the modules starting with IEP). The latest IEP engine
is at
http://download.java.net/jbi/binaries/open-jbi-components/main/nightly/latest/ojc/.
Could you try these and let me know if it fixes the problem?
