It isn't as easy, and depending on the font and character set, the outcome may vary.
Also I wouldn't consider the bullet "plain-text". It is a special character, whose ascii code is above 127. The bullet is just so easy to type, and works so consistently on the Mac, that you probably think of it as being so.
