Just to follow up, this is still occurring after about fifteen
minutes. I mention this not out of impatience but to emphasize that
when it happens, it appears to do so for a solid chunk of time.

I've also tested with NetNewsWire, OmniWeb, lynx, links, wget, and
Opera with similar results. wget provides some info that may be useful
in your debugging:
