I'm not sure I understand this sentence, too many qualifying clauses.
Does that mean "open/save dialog icons only show in 10.5.4, not, say,
10.4.11"? Or does it mean "in 10.5.4, icons only show in open/save
dialogs"?
If the root report here is that the badges are unreliable in the main
Finder browsing windows ... yeah, we know that, it's on the radar,
I've tried to mention it's not working very well yet in the release
notes, the best work around we know of is documented here:

If the root report is that the badging within open/save dialogs is
unreliable ... well, that's not currently on our radar, actually. I've
noticed it, and suspect it's intimately related to the above, but my
plan has been to fix the main Finder browse windows first, and then
see about the open/save dialogs.
