Answered my own question...

yes it does fire the callback functions.

The trouble I was having is that I have the server determine which tab
gets the .ui-tabs-selected class. The .tabs("select", index) function
won't fire the callback functions on a tab that already has the .ui-
tabs-select class assigned to it.
