Currently we are still looking or people with the time and interest to start development on it. I have had a couple people express interest, even as far as getting a sourceforge project created for it (http://sourceforge.net/projects/liquibasenet) but from what I understand very little coding has been done yet.

If you or anyone else is interested in helping out, let me know and I can get you in contact with the other interested developers.
