Thanks for the help OttoIndia.  

The complication we're facing is that the "Flight Simulation Software" simulates GPS data streams that feed directly into a PDA, so even if we added the IGC validation string to the IGC file, XCSoar could be duped by a Flight Simulator.  Because of this increasingly hard-to-detect aspect of IGC verification, the OLC is contemplating removing approval of all PDA software packages (GPS_LOG, SeeYou Mobile, Pocket Strepla, Soaringpilot, and JFlight are currently OLC-approved) from the list of OLC-approved loggers.

We should be hearing back from OLC soon with more details.  The IGC is undergoing a related discussion regarding COTS loggers (e.g. Garmin).  Whatever the outcome, we want to be involved and aware of the upcoming changes of IGC file validation.
