Looking at functions/i18n.php, the charsets for Slovak, Romanian and Simplified Chinese
translations are still at their original values (not UTF-8). Could you please check this
- otherwise it wouldn't be possible to switch those translations into UTF-8.

I'm updating that file when I'm doing the conversion. Unfortunately I've
been swamped lately, but I do want to have it done before releasing 1.4.15
for real. I'm tempted to write "maybe tonight", but I can't guarantee it.
