What Mehri says is in principle true, if you modify Program D source code
and then make the 'binaries' publicly available you also have to make the
amended source code available under the original licence, in this case GPL.
Quite a few other 'open source' licenses work with similar constructions.  

However, I do not agree with his statement that *any* and *all*
modifications to GPL source code have to be made available or can be
demanded from the author. This is simply not true. I would like to refer to
the same source as Mehri where this is clearly explained:

The number of ways someone can commercially exploit software that was
released under the GNU Public Licence is limited, but it can be done. If you
plan on doing so, please contact the GNU organisation or a lawyer with a
good reputation in these matters to advise you on the pitfalls.

If you use GPL code in your code then you have to
license your code as GPL and release the source of
your code though.
