I am compiling for windows platform only and it is set in the
Preferences. I am still receiving that error.

If you're compiling for both platforms, be sure you have license code
for each included in the PL_Register command at startup.
If you only need to deploy on a single platform, you can set that in the
4D Preferences Compiler panel
