Yes the file is needed.
The msvci70.dll file is used by 4D 2004 and is distributed with the 4D
application. If the file is not present or not accessible you will have
problems running the application. The msvci70.dll files is normally located
in the same folder as the 4D executable (whether it be 4D standalone or a
merged application)
I would look more closely into how you distributed the application. I would
also verify that you are on a certified or compatible platform for that
version of 4D; the Certification Matrix for 2004 can be found at
