Proposing switch to actual BSD license

In order to simplify the explanation, I'd like to propose we change our
license from "BSD-like" to the actually BSD license.  

Specifically, I'd like to propose the following:

If you compare this to our current license

t?rev=HEAD) you'll note the following changes:

 * We no longer reference "Tigris", which we probably never really had
much right to anyway

 * Bullets 3 and 4 are collapsed into a single item

 * The bit at the bottom defining "Axion Development Team" and stating
"License changes are to be determined by a simple majority vote of the
Axion Development Team." has been dropped, as it seems to make some
lawyers nervous.

If there are no comments, complaints or suggestions, I'll open a formal
VOTE thread later this week.
