Pricing for 4D v11 SQL

I'm looking at <http://www.4d.com/products/Dev-comparative.html> and  
wondering about the pricing... I take it that the price shown at the  
bottom of the page is not the upgrade cost.  Is that a ridiculous  
assumption, or where might I find a definitive answer.  Thanks.
