Plug-in for auto amplitude leveller?

I notice the Audacity 1.3.2 Beta has a 'leveller' option under the effects menu written by Lynn Allan. This goes a way to achieving what I'm looking for but doesn't quite give me the flexibility desired.
 
Each week we record our Salvation Army Church service for CD distribution to those who are sick or unable to physically attend anymore. Despite doing our best with microphone placements etc there is always an unacceptable amplitude contrast between different events, people etc. Currently this requires a fair bit of manual correction which is rather time consuming and prone to human error.
 
What would be ideal is the ability to nominate a top end db level and a db floor and then amplify anything between the 2 nominated levels to a proportion of the nominated top end db level. By proportion I mean being able to retain some amplitude variation but control the degree there of. I guess the analysis samples would need to be fairly small.
 
Does anyone know of or have a plug-in that comes close to that? While I'm not familiar with Nyguist as such if I had something to work from I might be able to achieve what we need.
