[HEADSUP] License changed! (all translations broken)

Hi all

As discussed recently we have now upgraded the license from OPL to cc-by.

During the upgrade I intentionally removed the old IDs and entities to
break all existing translations to force them to sync :)

failed translation builds

Hello everyone-

This translation is considered active but it's not building currently.
Please look into this so it may again build each Friday. Most likely
the only task holding this back is the predefined variable
restructuring.

The new section lives in here:
- phpdoc/en/language/predefined/

Mainly, the part in predefined/variables/. The following information
will be helpful:

The initial commit:

Later the content was updated including variables/superglobals.xml
being added so for this reason I don't suggest translating the above

As of next Friday, April 4th, we build all translations weekly.
All but those 11 languages will be thrown into the
$INACTIVE_ONLINE_LANGUAGES array on phpweb (i.e. does not show up on
php.net/docs nor the "view this page in", and a user won't be
redirected there based on his ACCEPT_LANGUAGE headers).

Am I understanding you correctly?
