Out of memory error?

I get this error when trying to run the program:

Ran out of memory for input buffer at /usr/lib/perl5/XML/Parser/Expat.pm line 469.


Any thoughts?  Attached is the file I want to convert to sql... it's just a quick throw together to see how this thing works.
