Putting somebody on the air without notification usually equals a $4000 FCC fine

And that's just what happens to 3 Point Media's KHTB in Salt Lake City - where a jock called the Utah Poison Control Center and taped a question about the effects of swallowing pepper spray. It doesn't matter whether the material airs taped or live: the person on the other end of the phone must be notified they're going to be on the air, before they say a single word. KHTB admits the violation and says it was against "long-standing station policy."

Man.  Sorry Rog.

What's the legaleeze on that?  I mean, let's say I wanted to do a prank call - so I tape the call.  Are they saying I have to tell them I'm taping the call before I start taping, or can I ask them afterwards if it's okay to put it on the air?
