Number of packages for 1.3

We used to create loads of bin packs, rpm, deb etc. But given the effort
to test all these things and looking at the number of downloads, we do
not seem to get much ROI for the effort we put to pack and test these.
So I would like to propose that we ship
    - source tar and zip
    - pecl tar
    - Windows bin.

Thoughts?

+1, and also I think it's better if we can ship a msi. I'll try to
create one.
