Newbie Q: How does web designer work with .VM file?

Hi,

I am new to Velocity and I have a basic question about working with Web
designer.  How does a web designer work with these .vm files?  Suppose I
have a main.vm which uses #parse to include other VM files.  What tools
should the web design use to open main.vm so that he/she can see the
parsed template files as well?  Or the designer has to open individual
template files for editing?

And is it a common practice for the design to rename those files to
*.html before editing so that the editing tool can treat it as a normal
HTML file?
