New Tika components added in JIRA and issues classified

Hi Folks,

I added the following new Tika components in JIRA:

packaging - tika buildtime packaging component (e.g., Maven2)
cli - Tika command line interface
metadata - Tika metadata representation framework

I've also went through unclassified issues (in terms of components) and made
sure that all open issues were classified.
