Navigation bar; issue with location.

I have aparantly done something with the navagation bar setting of a
global nature. It is showing up on the left side of the screen but below
the page/article content. I have tried to figure this outbut so far im
striking out.I have also been unable to find any docs that assist in
correcting this. I suspect I have somehow altered some setting, but I'm
not sure where to even look. Any help or ideas are appreciated.

Did you try to modify the skin or css in some way?  Is your wiki public
and can you share a link so we can take a look?

I would be very happy if you can see what the problem is. I did not
intentionally modify the skin, however I did set it for the CologneBlue
skin sitewide. All the others are intact and can be set from user
preferences as far as I know.
This site is currently under heavy development and all of its content is
subject to modification from any registered user unless specefically
protected to the Sysop. I mostly am building the infrastructure right
now as the actual articles have not been added. They will be ported from
an older site as soon as we finish the upgrade.

I don't see any problem: CologneBlue just arranges things differently than
MonoBook does.
