ModuleFormat1 suddenly...not found...? All modules disabled?

I fired up my rich client application today and got an error notification that basically all of its modules were disabled because of what amounted to this error:

  No module providing the capability org.openide.modules.ModuleFormat1 could be found.

I haven't adjusted or touched any of their manifest files or anything.

I'm using platform 6.1 in case it matters.

Thanks for any help on the cause of this completely mysterious, crippling error.

Seems to be something related to Windows. I've found this link:

Have you tryed to rebuild your project? It may help...

Yep; found that one too.  That wasn't the issue.

Actually, if you have a bad public package statement (OpenIDE-Module-Public-Packages) then this error is what you will get.  The error box hides the underlying exception report which at least gives a clue as to the root cause; I couldn't get at it before.
