Meetbrief

Today I made a visit to Tankstation Voorzaan to fill up with heating and
propulsion fuel in readiness for the winter. On my way back to Haarlem I was
stopped by the Waterpolitie who checked that I had two vhf radios,
Vaarbewijs etc.
 The policeman was a bit upset that I did not have a Meetbrief, just the
Certificaat from the Kadaster.

Can anyone enlighten me whether I need one and where I can get it from.

Natte Verf has been properly registered to me using a Notaris and the only
documents that i've ever had with it other than from the Kadaster are the
notarised "deeds".

Any advice would be useful.

There are many barges in existence that do not have a Meetbrief. Your
Water Ploiceman will be only to aware of this but was probably just
wanting to give someone a hard time - it happens. If you have purchased
the vessel in Holland and the Notary acted for you he will have
de-registered the vessel from the Kadaster or registered her in your
name and kept it on the Kadaster, whatever your instructions to him
were. If she has been de-registered in Holland, you cannot now obtain
another Meetbrief unless you re-register her there.

So whilst the Meetbrief is a nice thing to have - you don't need it.
However the De-Reg Cert. from the Notary is important together with the
contract of Sale, but above all your BIL OF SALE. This you must have,
particularly if you ever want to sell the vessel or prove ownership.

A 'meetbrief' is required only for professional barges carrying cargo.
Hence, the meetbrief will indicate the load, load lines, number of required
crew, etc - see also http://nl.wikipedia.org/wiki/Meetbrief

When building my replica (a true replica built to the stability of a cargo
barge) I double checked with the Kadaster Groningen if I needed a
'meetbrief', and they gave me the answer just as above.
