Maven JavaDoc artifact?

Why is the javadoc artifact for eclipselink not generated and placed  
in the maven repo for releases and SNAPSHOTS?

Having them pulled down automatically would make many peoples lives  
easier, given that one may not always have a network connection to  
check online docs. This would also make IDE integration much nicer.
