Manual Throttle using CAN interface

Hi there,

I am trying to build a manual throttle for a diesel engine on a test bed. i gathered that it works on the CAN based system when it use to be on the vehicle. i also gathred that the throttle uses TSC-1 message which i think gets fed in to the J1939.

Can u please advice how exactly will i have to start to build the manual throttle which can communicate ith the engine using CAN system.
