MSVC170.dll issue

I recently distributed 100 copies of Windows Stand Alone with DB built out
of 2004.6 and now have had 2 complaints of machines saying MSVC170.dll (or
maybe its MSVCI70 ?) is missing.
Any clue what or why this occurs.  Does 4D need that dll ? On other machines
the same build seems to work fine.
