LilyPond 2.9.16

Hello,

LilyPond 2.9.16 is out.

 From this release on, chords can now be partially tied and lyric
extenders have tunable padding.  These features were sponsored by
Steve Doonan and David Griffel. In addition, this release contains
lots of bugfixes.
