KDE-Menu: Adding Applications and Sub Menus using Scripts?

We'd like to add program links and sub menus to an individual
user's KDE menu using scripts.  Example ("meyer" is a user):

  install_app      dir_with_app_link_data meyer
  install_sub_menu dir_with_menu_data     meyer

What tools/procedures can be used for that purpose?
