JRuby 1.1.3 performance improvement

Not terribly scientific, but notable I think.

Our Hudson CI based build had a substantial improvement on 1.1.3:

6m 46s on JRuby 1.1.1
4m 31 secons on JRuby 1.1.3

The build does the following:

* svn co of source tree
* migrates db / installs Postgres FTS
* Runs 900+ rspecs with CI_REPORTER reporting
* Packages app via Warbler .9.9
* Deploys app to Tomcat
* Runs Smoke Tests
* Runs Story Runner tests
