Dont know is chinese is in there...
..does git pull.. oops svn up.. oops cvs up ..waits..

No do ch ? is that the languague code... ?

Have you checked out cvs yet..  ?

If u need help then email us.. Mandarin ?

Does chinese use utf8?

Here's part of the README in /docs/
This directory contains the documentation for Smarty. All files are in
docbook
format with an .xml extention. Different subdirs contain different available
languages.

To "compile and build" the documentaion, GNU autotools and Jade are required

Documentation Build System
=========================================================
Firstly issue these commands:
1) autoconf
2) ./configure --with-lang=xx [DEFAULT=en]

TEST:
 * make test
 * make test_xml (test for XML validity)

MAKE:
 * make (to make plain html) << this is the one u want..
