Help! Is Looking Glass the right toolkit?

I am looking into Java based UI libraries that can do screen effects using h/w acceleration.
Our UI screens consist of regular controls that use images to give rich look and feel. 3D animation is one of the requirements for these screens. When user moves from one UI screen to other, we would like to do things like fade-in, fade-out, smooth scrolling text on the UI screen etc.
I looked at Java3D api. It is powerful. But I have to build controls on top of Java3D.
Looking Glass toolkit seems to have these 3D controls.
My questions:
Is LookingGlass overkill for this type of application?
Is there an IDE or WYSIWYG type of editor for painting different screens using LG toolkit?
Can I run LG app without its window manager?
Can I run LG apps on windows platform during devlopment? I didn't see any instructions for windows.

Possibly.

Understand that LG3D's widget set is still very immature, but it does
do a good job of providing the foundation you need to provide your own
widgets.

No.

In principle, yes, but I'm not aware that anyone has gotten this working.

I don't have the instructions in front of me, but LG runs fine under Windows.
