I posted a heap collection implementation at
http://eiffelstudio.origo.ethz.ch/node/122 that I'd like to submit for improvement and inclusion in to the ELKS library.
I'm not tied to this specific implementation but I think it'd be valuable to have a heap collection somewhere.
