The Windows builds of GraphicsMagick are still using libtiff 3.8.2.
Perhaps this bug has been fixed in later beta/alpha versions of
libtiff.  It seems familiar.

Another thing to be aware of is that GraphicsMagick does not support
I/O to large files under Windows although it is able to handle large
images internally.  The file size limit is likely 2GB.
