Actually I think it's a bug.  If I understand the docs...

1) SORT_BRIEF_DOCS should only sort the brief descriptions but it is also sorting the detailed descriptions.
2) SORT_MEMBER_DOCS should sort the detailed descriptions but it's not.

Thanks Allen, That sorted both the brief and detailed descriptions.  The prior default behavior (not sure how many revs back) was to leave the briefs as ordered in the IDL file and sort the detailed.  I suppose the current behavior is OK.  Now I'll just have to decide if I wanted everything unsorted or sorted.
