&lt;br&gt;&lt;br&gt;It is well understood and appreciated that Godel's
&lt;br&gt;Incompleteness Theorems apply to sufficiently strong, &amp;nbsp;formal
&lt;br&gt;deductive systems. &amp;nbsp;In particular, the theorems apply to systems
&lt;br&gt;which are adequate for conventional number theory. &amp;nbsp;Less well
&lt;br&gt;known is that there exist algorithms which can be applied to such
&lt;br&gt;a &amp;nbsp;system to generate a godel-sentence for that system.
&lt;br&gt;Although the generation of a sentence is not equivalent to
&lt;br&gt;proving its truth, the present paper argues that the existence
&lt;br&gt;these algorithms, when conjoined with Godel's results and
&lt;br&gt;accepted theorems of recursion theory, &amp;nbsp;does provide the basis
&lt;br&gt;for an &amp;nbsp;apparent paradox. &amp;nbsp;The difficulty arises when such
&lt;br&gt;an algorithm is embedded within a computer program of sufficient
&lt;br&gt;arithmetic power. &amp;nbsp;The required computer program (an AI system)
&lt;br&gt;is described herein, and the &amp;nbsp; paradox is derived. &amp;nbsp;A solution
&lt;br&gt;the paradox is &amp;nbsp;proposed, which, it is argued, illuminates the
&lt;br&gt;truth status of axioms in formal models of programs and Turing
&lt;br&gt;machines.
&lt;br&gt;&lt;br&gt;Also well known is that Lucas (1961), Penrose (1989, 1994), and
&lt;br&gt;others have presented arguments, grounded upon Godel's first
&lt;br&gt;incompleteness theorem, to show that human cognition cannot be
&lt;br&gt;completely modeled by any computer program or Turing machine.
&lt;br&gt;The present paper seeks to show that particular assumptions and
&lt;br&gt;strategies employed by Lucas and Penrose lend themselves to the
&lt;br&gt;production of an &amp;nbsp;apparently serious paradox. &amp;nbsp;In effect,
&lt;br&gt;certain of their assumptions and &amp;nbsp;modes of reasoning &amp;nbsp;can be
&lt;br&gt;adapted to ``prove'' that not only are humans not machines, but
&lt;br&gt;machines are not machines! &amp;nbsp;Of course, such reasoning must
&lt;br&gt;contain some flaw. &amp;nbsp;It what follows I develop the paradox and
&lt;br&gt;offer a solution to it. (I will be using &amp;nbsp;`paradox' in
&lt;br&gt;its dictionary sense, which does not imply unsolvability.)
&lt;br&gt;The development of the solution provides &amp;nbsp;insight into the nature
&lt;br&gt;of axioms within formal models of Turing machines and computer
&lt;br&gt;programs. In particular, the truth status of such axioms is shown
&lt;br&gt;to be problematic. &amp;nbsp;In addition, other subtleties relevant to
&lt;br&gt;computability and recursion theory are explored in the process.

&lt;br&gt;&lt;br&gt;&lt;br&gt;Since ancient times, ontology, the analysis and categorisation of what
&lt;br&gt;exists, has been fundamental to philosophical enquiry. But, until
&lt;br&gt;recently, ontology has been seen as an abstract, purely theoretical
&lt;br&gt;discipline, far removed from the practical applications of science.
&lt;br&gt;However, with the increasing use of sophisticated computerised
&lt;br&gt;information systems, solving problems of an ontological nature is now
&lt;br&gt;key to the effective use of technologies supporting a wide range of
&lt;br&gt;human activities. The ship of Theseus and the tail of Tibbles the cat
&lt;br&gt;are no longer merely amusing puzzles. We employ databases and software
&lt;br&gt;applications to deal with everything from ships and ship building to
&lt;br&gt;anatomy and amputations. When we design a computer to take stock of a
&lt;br&gt;ship yard or check that all goes well at the veterinary hospital, we
&lt;br&gt;need to ensure that our system operates in a consistent and reliable
&lt;br&gt;way even when manipulating information that involves subtle issues of
&lt;br&gt;semantics and identity. So, whereas ontologists may once have shied
&lt;br&gt;away from practical problems, now the practicalities of achieving
&lt;br&gt;cohesion in an information-based society demand that attention must be
&lt;br&gt;paid to ontology. 
&lt;br&gt;&lt;br&gt;&amp;nbsp;
&lt;br&gt;&lt;br&gt;Researchers in such areas as artificial intelligence, formal and
&lt;br&gt;computational linguistics, biomedical informatics, conceptual modeling,
&lt;br&gt;knowledge engineering and information retrieval have come to realise
&lt;br&gt;that a solid foundation for their research calls for serious work in
&lt;br&gt;ontology, understood as a general theory of the types of entities and
&lt;br&gt;relations that make up their respective domains of inquiry. In all
&lt;br&gt;these areas, attention is now being focused on the content of
&lt;br&gt;information rather than on just the formats and languages used to
&lt;br&gt;represent information. The clearest example of this development is
&lt;br&gt;provided by the many initiatives growing up around the project of the
&lt;br&gt;Semantic Web. And, as the need for integrating research in these
&lt;br&gt;different fields arises, so does the realisation that strong principles
&lt;br&gt;for building well-founded ontologies might provide significant
&lt;br&gt;advantages over ad hoc, case-based solutions. The tools of formal
&lt;br&gt;ontology address precisely these needs, but a real effort is required
&lt;br&gt;in order to apply such philosophical tools to the domain of information
&lt;br&gt;systems. Reciprocally, research in the information sciences raises
&lt;br&gt;specific ontological questions which call for further philosophical
&lt;br&gt;investigations. 
&lt;br&gt;&lt;br&gt;&amp;nbsp;
&lt;br&gt;&lt;br&gt;The purpose of FOIS is to provide a forum for genuine interdisciplinary
&lt;br&gt;exchange in the spirit of a unified effort towards solving the problems
&lt;br&gt;of ontology, with an eye to both theoretical issues and concrete
&lt;br&gt;applications.

&lt;br&gt;&lt;br&gt;I'd be grateful for references &amp;nbsp;to papers or books that elaborate on the
&lt;br&gt;following ideas. &amp;nbsp; The statement provided below was, in large part, given to
&lt;br&gt;me by a colleague who is expert in recursion theory, but he was not able to
&lt;br&gt;supply a reference.
&lt;br&gt;&lt;br&gt;Suppose we have a Turing machine, T, that accepts an input set
&lt;br&gt;and then recursively enumerates the theorems derivable, in first-order
&lt;br&gt;predicate logic, within the formal system known as Q. &amp;nbsp;
&lt;br&gt;Then it is possible to formulate a special set of axioms,
&lt;br&gt;using the language and enough of the axioms of standard set theory,
&lt;br&gt;to capture the functionality of this Turing machine. &amp;nbsp;That is, the special axioms expressing the recursive functionality of the Turing machine will be added to 
&lt;br&gt;standard axioms of set theory, and the totality of these would be expressed in the 
&lt;br&gt;language of set theory. &amp;nbsp;
&lt;br&gt;&lt;br&gt;In addition to this, it is possible to formulate a sentence of set
&lt;br&gt;theory which says, in effect, that &amp;quot;all Q-sentences enumerated by T are true&amp;quot;.

&lt;br&gt;&lt;br&gt;&lt;br&gt;Since ancient times, ontology, the analysis and categorisation of what
&lt;br&gt;exists, has been fundamental to philosophical enquiry. But, until
&lt;br&gt;recently, ontology has been seen as an abstract, purely theoretical
&lt;br&gt;discipline, far removed from the practical applications of science.
&lt;br&gt;However, with the increasing use of sophisticated computerised
&lt;br&gt;information systems, solving problems of an ontological nature is now
&lt;br&gt;key to the effective use of technologies supporting a wide range of
&lt;br&gt;human activities. The ship of Theseus and the tail of Tibbles the cat
&lt;br&gt;are no longer merely amusing puzzles. We employ databases and software
&lt;br&gt;applications to deal with everything from ships and ship building to
&lt;br&gt;anatomy and amputations. When we design a computer to take stock of a
&lt;br&gt;ship yard or check that all goes well at the veterinary hospital, we
&lt;br&gt;need to ensure that our system operates in a consistent and reliable
&lt;br&gt;way even when manipulating information that involves subtle issues of
&lt;br&gt;semantics and identity. So, whereas ontologists may once have shied
&lt;br&gt;away from practical problems, now the practicalities of achieving
&lt;br&gt;cohesion in an information-based society demand that attention must be
&lt;br&gt;paid to ontology. 
&lt;br&gt;&lt;br&gt;Researchers in such areas as artificial intelligence, formal and
&lt;br&gt;computational linguistics, biomedical informatics, conceptual modeling,
&lt;br&gt;knowledge engineering and information retrieval have come to realise
&lt;br&gt;that a solid foundation for their research calls for serious work in
&lt;br&gt;ontology, understood as a general theory of the types of entities and
&lt;br&gt;relations that make up their respective domains of inquiry. In all
&lt;br&gt;these areas, attention is now being focused on the content of
&lt;br&gt;information rather than on just the formats and languages used to
&lt;br&gt;represent information. The clearest example of this development is
&lt;br&gt;provided by the many initiatives growing up around the project of the
&lt;br&gt;Semantic Web. And, as the need for integrating research in these
&lt;br&gt;different fields arises, so does the realisation that strong principles
&lt;br&gt;for building well-founded ontologies might provide significant
&lt;br&gt;advantages over ad hoc, case-based solutions. The tools of formal
&lt;br&gt;ontology address precisely these needs, but a real effort is required
&lt;br&gt;in order to apply such philosophical tools to the domain of information
&lt;br&gt;systems. Reciprocally, research in the information sciences raises
&lt;br&gt;specific ontological questions which call for further philosophical
&lt;br&gt;investigations. 
&lt;br&gt;&lt;br&gt;The purpose of FOIS is to provide a forum for genuine interdisciplinary
&lt;br&gt;exchange in the spirit of a unified effort towards solving the problems
&lt;br&gt;of ontology, with an eye to both theoretical issues and concrete

analysis and categorisation of what exists, has been fundamental to 
philosophical enquiry. But, until recently, ontology has been seen as an 
abstract, purely theoretical discipline, far removed from the practical 
applications of science. However, with the increasing use of sophisticated 
computerised information systems, solving problems of an ontological nature is 
now key to the effective use of technologies supporting a wide range of human 
activities. The ship of Theseus and the tail of Tibbles the cat are no longer 
merely amusing puzzles. We employ databases and software applications to deal 
with everything from ships and ship building to anatomy and amputations. When we 
design a computer to take stock of a ship yard or check that all goes well at 
the veterinary hospital, we need to ensure that our system operates in a 
consistent and reliable way even when manipulating information that involves 
subtle issues of semantics and identity. So, whereas ontologists may once have 
shied away from practical problems, now the practicalities of achieving cohesion 
in an information-based society demand that attention must be paid to ontology. 
&lt;o:p&gt;&lt;/o:p&gt;&lt;/SPAN&gt;&lt;/P&gt;

as artificial intelligence, formal and computational linguistics, biomedical 
informatics, conceptual modeling, knowledge engineering and information 
retrieval have come to realise that a solid foundation for their research calls 
for serious work in ontology, understood as a general theory of the types of 
entities and relations that make up their respective domains of inquiry. In all 
these areas, attention is now being focused on the &lt;SPAN style=&quot;mso-bidi-font-style: italic&quot;&gt;content&lt;/SPAN&gt; of information rather than on 
just the formats and languages used to represent information. The clearest 
example of this development is provided by the many initiatives growing up 
around the project of the Semantic Web. And, as the need for integrating

principles for building well-founded ontologies might provide significant 
advantages over ad hoc, case-based solutions. The tools of formal ontology 
address precisely these needs, but a real effort is required in order to apply 
such philosophical tools to the domain of information systems. Reciprocally, 
research in the information sciences raises specific ontological questions which

&lt;br&gt;&lt;br&gt;The conference is held to honor the 75th anniversary of academician Andrei Ershov (1931?1988) and his outstanding 
&lt;br&gt;contri-
&lt;br&gt;butions towards advancing informatics. The first five conferences were held in 1991, 1996, 1999, 2001 and 2003, 
&lt;br&gt;respectively, and 
&lt;br&gt;proved to be significant international events.
&lt;br&gt;&lt;br&gt;Andrei Ershov was one of the early Russian pioneers in the field of the theory of programming and systems programming, 
&lt;br&gt;a 
&lt;br&gt;founder of the Siberian Computer Science School. In 1974 he was nominated as a Distinguished Fellow of the British 
&lt;br&gt;Computer 
&lt;br&gt;Society. In 1981 he received the Silver Core Award for services rendered to IFIP. Andrei Ershov's brilliant speeches 
&lt;br&gt;were always 
&lt;br&gt;in the focus of public attention. Especially notable was his lecture on УAesthetic and human factor in programmingФ 
&lt;br&gt;presented at 
&lt;br&gt;the AFIPS Spring Joint Computer Conference in 1972. Andrei Ershov was not only an extremely gifted scientist, teacher 
&lt;br&gt;and 
&lt;br&gt;fighter for his ideas, but also a bright and many-sided personality. He wrote poetry, translated the works of R. 
&lt;br&gt;Kipling and other 
&lt;br&gt;English poets, and enjoyed playing guitar and singing. Everyone who had the pleasure of knowing Andrei Ershov and 
&lt;br&gt;working 
&lt;br&gt;with him will always remember his great vision, eminent achievements, and generous friendship.
&lt;br&gt;&lt;br&gt;The aim of the conference is to provide a forum for the presentation and in-depth discussion of advanced research 
&lt;br&gt;directions in 
&lt;br&gt;computer science. For a developing science, it is important to work out consolidating ideas, concepts and models. 
&lt;br&gt;Movement in 
&lt;br&gt;this direction is another aim of the conference. Improvement of the contacts and exchange of ideas between researchers 
&lt;br&gt;from the 
&lt;br&gt;East and West are further goals.
