I don't know - they exclude the Quebecois:

I thought that weird too. But googling turned up
http://www2.publicationsduquebec.gouv.qc.ca/dynamicSearch/telecharge.php?type=3&file=/L_6/L6R3_1_A.htm
which is referenced in a few discussions about "Why not Quebec?" I
haven't read that in any great detail, but left me thinking "Oh my."

This really is a good opportunity to test how well J works as a
problem-solver compared to other languages.

Hello Devon;

<parody, please ignore>
Okay, what FLQ'ing "terrorist" group did Pierre 'just watch me' Trudeau
invoke the War Measures Act for?  Certainly not New Brunswick'ers.  You
and I may know that those boys were just drunk and looking to do a
prank, but we're talking about Americans here.
</parody>

srsly tho, it seems odd to me as well.

Hello Robert;

Oh, the 'we don't like contests in Quebec' thing.  Never mind.

Quebecers are sure to win all top places, so they have to be excluded
let others have a chance!
