Announcing the featured pages extension

Alters the pages table to add a featured_page boolean column, adds a  
checkbox for the option on the page edit screen, and provides the  
<r:featured_pages> tag.
It requires that Shards be installed.

Haven't written any tests (sorry, I'll be adding them).
