F9: Found certain files/directories in /

I found:
/%1 (file)
/Desktop
/.config
/.kde
in  the root directory.  Is this normal?

Are these safe to delete?

No, not typically. The only way I can think of that you would get those
is if you booted in single user mode and then ran startx to run a KDE
session.

They should be. If you are in doubt, why not move them somewhere and
then delete them after a time if you haven't needed them.

The only file I find directly under "/" is .autofsck in F8.
Root's files should be in /root, which is root's home directory.
Also check that the root account has the correct home directory
 > grep root /etc/passwd
   root:x:0:0:root:/root:/bin/bash

i always boot level 3 as user and as root.

several times when i have been at '/' and then started kde, i did leave files
in '/'. when i boot as root to level 1, i leave .bash_history and a couple
other files.

when i see them, i delete them and have no problems.
