Enable spam filter for a bunch of users

Hi all!

 * How can I enable the spam filter for all my users?  Having to log into
each account (first asking the user for his password, since I naturally
don't know the users' passwords) is not really practical, and there are
many users who have difficulties enabling the spamfolder themselves.

 * How can I set up ox so the spamfilter is enabled by default?

This is OX from open-xchange-0.8.6-5 rpm's
