E-mail upon issuing?

I'm running 3.0RC1 on a Debian box. Is there any way to automatically send an e-mail receipt to a patron whenever he/she checks out a book? I created a notice with the appropriate message, but I have not been able to find built-in functionality to set up notice rules for events other than item due dates and calendar events.
