Deprecated tooltips

Hi,

I've done the undeprecation of Tooltips in the core, using #defines to
be able to still support gtk < 2.12.

I'll lose more of my time a bit later to do the external plugins'
tooltips. Probably early next week (I've got monday and tuesday off).

Nice patch.

I was wondering. Would it be possible to make some kind of wrapper to
compensate for the lack of gtkctree? A function which transform
gtkctree call to gtktreeview?
