<br>trigger as part of an example of testing for constraints that can't be verified
<br>directly in a trigger or check constraint, or that should be deferred.
<br><br>Proposal: require that all departments have at least one employee (a quick
<br>select tells me that's already the case with the default dataset), and defer
<br>the check until commit. This allows you to add a new department, but only so
<br>long as you also add a new employee or move an employee to that department; it
<br>allows you to empty a department and re-fill it with different employees; it
<br>allows you to move all employees out of a department and delete the department.
