Bug cleanup:
FWIW: the mentioned effect is already significantly reduced if you set the
font-size of the parent-block for the logo to 0pt (to avoid what is known as
'half-leading')
Then, you also have to take into account that indeed the region-before has a
height of 32mm, but the content would extend to 33mm (32 mm for the graphic,
and another 4 x 0.25mm for the borders of the block and the graphic). If you
reduce the image-size to 31mm, the result will be what you were after.
Conclusion: no bug.
