Current root.xml is not valid

Hi,

the current root.xml in Zend/Locale/Data in trunk is not valid. The
appended patch fixes this issue. Can someone please check it in?

You should

 1.) always write in the proper list... I18N issues have nothing to do with
format.
 2.) always wait until work is over... these changes were done between 8h
CET and 15h CET and NOW they are finished.
 3.) always ask the right person :-)
 4.) if you write "appended patch" you should also append the patch :-) (not
needed anymore, because I changed the CLDR version)

Of course. Did that mistake in hurry.

Here I don't agree. I'm not sure, if there is an established policy but
I would guess that commits should not break unit tests.

Hm, I've looked at the MUC, if you are available and afterwards I
decided to contact the list.
